BRV combined analyses of pedestrian paths and market share with a public charrette to create a comprehensive programming scheme for the historic Monroe Park, at the edge of Richmond's Fan District, near Virginia Commonwealth University. BRV's work on a master plan for the park also included recommendations on how to manage and govern the park, and how the park can generate revenue to be self-sustaining. BRV also created a draft expense budget for when the park re-opens.
